There's a lot of settings under both those submenus, but the most basic functionality is that you set debuff priority, eg as a shaman I have poison>disease>magic>curse>other and it will switch the frame background or border to the specified color.

I can never forget to put up buffs on group, seeing expiring buffs, it shows who is in range, it shows my short duration buffs which every spec has.
